HoR meeting today, govt eying endorsement of budget substitution bill

KATHMANDU, September 20: A meeting of the House of Representatives (HoR) is scheduled to be held at 11 AM on Monday. The government is planning to endorse the Budget Replacement Bill presented earlier in a similar meeting to replace the Budget introduced through an ordinance by the erstwhile government-led by KP Sharma Oli. As the government has failed to introduce the budget on time, the country is witnessing a ‘budget holiday’ probably for the first time in its history. So, the government is compelled to pass the Budget Replacement Bill through the parliament at least to provide salary to its employees. Meanwhile, the main opposition party, Communist Party of Nepal (Unified Marxist Lenin), who has been obstructing the house session from the beginning of the 9th session of parliament, is all set to obstruct the meeting on Monday as well. The party has decided to stay firm with its decision to obstruct the house session until its demands are addressed. Earlier, on September 10, Finance Minister Janardan Sharma presented the Budget Replacement Bill amid sologneering UML lawmakers.
