PHOTOS: UML 10th Gen Convention kicks off

KATHMANDU: The Tenth General Convention of the main opposition CPN-UML has officially kicked off on the banks of the Narayani River in Chitwan. UML Chairman KP Sharma Oli hoisted the three flags including Nepal’s national flag, communist party’s flag and UML’s flag to formally inaugurate the party’s national jamboree.  Earlier, rallies of party cadres and delegates originating from various places including Birendra Campus, Shahid Chowk, Aanptari, Hakim Chowk, Gaindakot, Buspark and Bishal Chowk joined the opening session.  Key leaders of various political parties including Prime Minister and Nepali Congress President Sher Bahadur Deuba, UML Chairman KP Sharma Oli, Janata Samajbadi Party (JSP) Chairman Upendra Yadav, Democratic Socialist Party (DSP) Chair Mahantha Thakur, Rastriya Prajatantra Party (RPP) Chairman Kamal Thapa and CPN (Maoist Center) leader Lila Mani Pokharel and representatives of various international political parties are present on the stage.  The program is being hosted by UML spokesperson and former minister Pradeep Gyawali.  Standing Committee member and former minister Ram Bahadur Thap delivered a welcome speech ahead of the inauguration ceremony.

How strong is UML Chair Oli in his constituency?

KATHMANDU: Chairman of CPN-UML, KP Sharma Oli has been challenging the leaders of the opposition alliance including Maoist Chairman Pushpa Kamal Dahal ‘Prachanda’, Speaker Agni Prasad Sapkota, CPN(Unified Socialist) and Chairman Madhav Kumar Nepal to record victory in the upcoming general elections from the constituencies they contested the last polls.  It may be noted that Prachanda was elected from Chitwan, Sapkota from Sindhupalchowk and Nepal from Kathmandu districts in 2017 general elections.  He has not yet challenged Nepali Congress President Sher Bahadur Deuba to emerge victorious from Dadeldhura.  In this story we have discussed how strong is Oli, who is challenging others to record victory in the upcoming elections, in his constituency in Jhapa district.  While analyzing the result of the last election in Jhapa-5, Oli is more likely to defend his membership in the federal parliament.  UML had formed an alliance with the Maoist Center during the 2017 polls. In Jhapa-5, there was a three-party alliance including UML, Maoist and Rastriya Prajatantra Party (RPP).   Oli was quite popular ahead of the 2017 polls. At the same time, RPP’s popularity in Jhapa’s Damak Municipality helped Oli secure a comfortable win with a huge difference. Oli won 57,139 votes which accounts for 62.55 percent of the total voters in the constituency. Oli’s nearest contender NC’s Khagendra Adhikari secured 28,297, meaning Oli won with a difference of 28,842, more votes than that Adhikari received.  Oli’s votes also included the RPP’s popular votes. To know how strong RPP is in the constituency, it is necessary to analyze the votes received by the parties through the proportional representation (PR) system.  RPP had secured as many as 9,059 votes while Maoist Center got 6,352 votes. Which means votes secured by Oli might have included 15,411 votes of RPP and Maoist Center. If we subtract the number of votes of RPP and Maoist Center from the total votes secured by Oli, the UML’s vote alone counted more than 42,000.  When we subtract the votes secured by NC, Oli still leads by 14,000 votes. It may be the reason that Oli is confident of winning the upcoming elections.  Scenario in local levels is different  Though Oli’s UML recorded a landslide victory during the 2017 elections, the scenario based on the results of the local levels in Jhapa-5 suggests that Oli still has a challenge to contest election against the ruling alliance of five parties including NC, Maoist, CPN (US), Janata Samjbadi Party (JSP) and Rastriya Prajatantra Party (RPP).  There are four local levels in Oli’s constituency --- two rural municipalities and two other municipalities.  Of the four local levels, UML had won in one while NC and RPP had won one local level each. At a local level, UML’s candidate won on a lucky draw after the two candidates [of UML and Congress] secured the equal number of votes.  UML had emerged victorious in Damak Municipality without any alliance in the 2017 elections. However, it will be difficult for the party to secure victory against NC-Maoist alliance if RPP doesn’t extend ites support.  UML stood fourth in Gauriganj Rural Municipality.  UML and Congress received equal numbers of votes in Kamal Rural Municipality.  Congress party had won the 2017 elections in Gauradaha Municipality even without the support of any political party. While analyzing the vote difference as of the 2017 local level elections, five-party alliance may impact Oli’s election campaign.  Oli also had a history of losing two parliamentary elections in the past.

CPN (UML) avoiding discussion and meeting: All-party meeting

KATHMANDU, September 30: An all-party meeting held on Thursday, which was boycotted by the main opposition party CPN (UML) and Rastriya Prajatantra Party (RPP), has concluded that CPN (UNL) is avoiding to hold discussion and meeting. Prime Minister Sher Bahadur Deuba summoned an all-party meeting at 10 AM to discuss the continuous obstructions of CPN (UML) in the House sessions and find a solution, but the meeting was boycotted by CPN (UML) and RPP. “CPN (UML) did not attend the all-party meeting called by PM Deuba. They had also boycotted similar meetings earlier summoned by Speaker Agni Prasad Sapkota” said Gyanendra Karki, Minister for Law and spokesperson for the government after the meeting, adding that the party is avoiding discussions and talks related to house obstructions. On his part, PM Deuba expressed his belief that CPN (UML) will join similar meetings in future. “I will summon them again and they will attend,” PM Deuba said. The main opposition, CPN (UML), has been obstructing the House session since the beginning of the session as a result of tussle between Speaker Sapkota and the party regarding formation of a new political party by a splinter faction of the party-led by Madhav Kumar Nepal.

Province 1 CM Rai in minority after UML split

KATHMANDU, Aug 19: With CPN-UML’s formal split on Wednesday, the UML-led government in Province 1 has been put in the minority.  UML’s Sher Dhan Rai-led majority government has fallen in minority as the UML’s erstwhile senior leader Madhav Nepal-faction has a strong command in the provincial assembly.  Leader Nepal, on Wednesday, registered the CPN-UML (Samajbadi) a day after the government introduced an ordinance relating to party-splitting.  Impact of UML split  Ruling UML has a total of 51 lawmakers in the 93-strong provincial assembly, meaning UML had a comfortable majority until its split. However, with the split in the UML, at least 15 lawmakers, reportedly close to Madhav Nepal, are likely to withdraw their support to the Rai-led government and join the UML (Samajbadi). The UML requires the support of at least 11 other members of the provincial assembly to win the majority.  Following the new political development, UML will have 36 members. Main opposition Nepali Congress has 21 members and  CPN (Maoist Center) 15. Similarly, UML (Samajbadi) and Janata Samajbadi Party (JSP) will have 15 and three lawmakers respectively while Rastriya Prajatantra Party (RPP) and Federal Democratic Front have one member each.  The opposition alliance is likely to form a new government as the NC, Maoist Center, UML (Samajbadi) and JSP collectively make 54.
