First federal census to assemble data for ward-level development

The 6,742 wards in 753 local units across the country are in dire need of statistics about the people in their respective territories in order to formulate plans and programmes for development works, health and education and social welfare activities. Likewise, the federal government wants an update on the demographic structure in the local units and provinces for the central level planning and budget allocation. Since Nepal has been witnessing a massive migration from hills and mountains to the southern plains in Terai and from villages to cities, policymakers and government need an updated demographic information for planning and budget allocation, especially the grants which are also distributed to the sub-national bodies according to the size of population as well.

JUNE 28: The population grew to 25.5 million in the 2021 survey - up 2.1 million from 2016 - and average incomes were slightly higher. The census also revealed trends that will help shape the country's future. Here are five. Australia is becoming less religious For the first time, fewer than half of Australians (44%) identify as Christian, the Australian Bureau of Statistics (ABS) said. Just over 50 years ago, the proportion was about 90%. Although Christianity remains the biggest religion, it is closely followed by those with no religion at all. That cohort has increased to 39%, up by almost 9%. Hinduism and Islam are the fastest growing religions in Australia, but each are followed by only around 3% of the population. Millennials now have the numbers Another key finding is that Australia is on the cusp of a significant generational shift. Baby Boomers - those born between 1946 and 1965 - have previously been the country's largest generation. Now Millennials - born between 1981 and 1995 - have caught up. Each generation accounts for 21.5% of the population. That's likely to hugely inform policies on issues such as housing and aged care, experts say. Home ownership is stagnant, but caravans are increasingly popular A similar share of Australians to 25 years ago are buying houses, but fewer are paying them off. The number of people with a mortgage has doubled since 1996, with property prices skyrocketing since. Australian cities now rank among the worst globally for housing affordability, according to a 2022 report. But the census also revealed that more people are turning to alternative dwellings - something likely spurred on by the pandemic. The number of caravans - popular with domestic tourists - jumped by 150%. Australians now own 60,000 caravans and almost 30,000 houseboats.

Nepal has been conducting its national population census every 10 years. The government has deployed as many as 39,000 numerators and 8,500 numerator workplaces across the country. Every individual will be asked 80 questions as a part of the National Population Census. It has been assumed that it will take around 20 minutes for a numerator to collect data about a family. “In this regard, a numerator will have to collect data of 12 families in a day,” said Nabin Lal Shrestha, Director General of Central Bureau of Statistics.  The Census  kicked off formally, taking data from family members of the President, Vice-President and Prime Minister.  Likewise in the local levels, the Cenus will begin taking data of family members of chiefs of local units.

National Census: collection of data including financial access

The national census being held next year, 2078, is to collect data on people's financial access, bank account, number of houses built on government grant and their structure. It is the first time such data are being collected in the census. Detailed information would be collected on number of Nepali people absent in the country, ancestral language, and people living with disabilities. Information to this was shared by Director at Central Bureau of Statistics, Badri Kumar Karki. "National census this time is being conducted in a comprehensive and different way," he said, adding that Bureau had already set up 37 census offices at local levels of Sudurpaschim Province. There are two census offices in Kailali district. Currently, a seminar is being held at Dhangadhi for the necessary preparation of the national census. Training to supervisor, area census officer, and enumerators is provided as part of seminar. For the census, the households would be listed from May 9 to 28.  The ward level information would be gathered under community questionnaire- agricultural products, its exports, major source of revenue, ethnic communities facing extinct, marginalized community, and physical, health and social facilities at ward, status of disaster risk, loss caused by wild animals etc.

Reengineering census methodology

Instead of using traditional method of conducting census in ten years, it is time to introduce a way to get daily census data which is possible by using simple technological tools.
