Rajendra Rai stakes claim to Province 1 CM

As the second Chief Minister (CM) of Province 1 Bhim Acharya resigned following only 68 days in office, a coalition of opposition parties in Province 1 collected signatures of 50 provincial assembly members to elect the next chief minister of the Province on Monday afternoon.   It may be noted that 47 signatures are enough for one to be elected as the chief minister from the 92-member strong  provincial assembly.  A total of 59 lawmakers belonging to Nepali Congress (NA), CPN (Maoist Center), CPN (Unified Socialist), Janata Samajbadi Party (JSP)  and Federal Democratic Forum submitted their signatures to the Province Chief Somnath Adhikari 'Pyasi'.   Among the signatories are 21 PA members of Nepali Congress, 15 of CPN (Maoist Center), 10 of CPN (Unified Socialist), three of JSP and one PA member from Federal Democratic Forum.  After the resignation of CM Acharya, Province 1 Chief Pyasi has set a deadline until 1:00 pm Tuesday to submit claims to the post of the new Chief Minister.  If everything goes as planned, Rajendra Rai is likely to become the new CM of Province. 1 on Tuesday.  Rai is the Parliamentary Party leader of CPN (Unified Socialist), the third largest party of the five-party coalition.  Rai was elected PA member from Bhojpur. He switched to CPN (Unified Socialist) from CPN (UML) after the party was officially registered at the Election Commission on 25 August. The CPN (US) was formed under the leadership of former Prime Minister Madhav Kumar Nepal, after breaking away from the CPN-UML.

Province 1’s CM Acharya to take trust vote today

KATHMANDU, October 23: Chief Minister of Province 1 Bhim Acharya is scheduled to take a vote of confidence on Sunday. Earlier on Friday, CM Acharya presented a proposal for floor test in the provincial assembly meeting. A meeting of the provincial assembly has been summoned at 12:30 pm today. Acharya, who was appointed CM of Province 1 representing CPN (UML) has lost his majority in the provincial assembly after the split of the party. Acharya is likely to lose the vote of confidence on Sunday as the opposition alliance holds strong ground in the province. CM Acharya must garner 47 votes in his favor to remain in his position. Apparently, CM Acharya has support of 39 lawmakers while the opposition alliance has begun preparations for formation of a new government with support of 50 lawmakers.

KATHMANDU, October 22: Chief Minister of Province 1 Bhim Acharya is scheduled to present a proposal for a trust vote in the provincial assembly meeting on Friday. The meeting has been scheduled for 1 PM today. According to Hikmat Kumar Karki, former Chief Minister and a central member of CPN (UML), CM Acharya will present a proposal for floor test on Friday. The main opposition party CPN (UML) is scheduled to hold its parliamentary party meeting before the provincial assembly meeting.  Following the split of CPN (UML), CM Acharya has lost the majority in the assembly. CM Acharya must garner 47 votes in his favour in order to remain in his position. However, there are only 41 lawmakers of UML in Province 1 while the opposition alliance has 50.

Sherdhan Rai resigns, Bhim Acharya becomes new CM of Province 1

ITAHARI, August 26: Chief Minister of Province 1, Sherdhan Rai has resigned from his post at noon and Bhim Acharya has been appointed as new Chief Minister of the province. Acharya was sworn in as the new CM by Province Chief Somnath Adhikari (Pyasi) early afternoon.  Before his resignation, CM Rai, also the parliamentary party leader of CPN (UML) Province 1, had proposed Acharya as new parliamentary party leader of the CPN (UML) at a meeting held after 11 am at Asiatique Hotel of Biratnahar.  Acharya has already worked as federal tourism minister during the premiership of Sushil Koirala.  CM Acharya needs to prove his majority within 30 days as article 188(2) of the constitution demands to prove majority within 30 days of appointment if the majority party witness split.  In the 93-member Provincial Assembly, there are only 92 members, currently, CPN (UML) has 51, Nepali Congress has 21, CPN (Maoist) Center has 15 members respectively. People's Socialist Party, RPP and Limbuwan each have 3, 1 and 1 respectively. CPN (Maoist) Center had expelled its former parliamentary party leader Tanka Angbohang after he defected to CPN (UML) bringing down Provincial Assembly member to 92 only.  Sherdhan Rai was appointed as Chief Minister on 14 February 2018. He had defeated Bhim Acharya by 26 vote against Acharya's 24 in the parliamentary party leader election within CPN (UML), the party with absolute majority on 9 February 2018. One vote was disqualified.  As of now, three members of Provincial Assembly have tilted towards Madhab Nepal's new founded party CPN (United Socialist). They are Rajendra Rai from Bhojpur constituency number 1 (1), Ganesh Kumar Kambang of Panchthar constituency number 1(1) and Rajan Rai of Khotang constituency number 1(1).  To form the cabinet required 47 members, this is impossible if more than four members from CPN (UML) defect for the new party.

Acharya was unanimously elected as a parliamentary party leader of CPN-UML in Province 1 on the recommendation of the chief minister Sherdhan Rai.
