Karnali Province Assembly’s budget session prorogued

KARNALI, July 15: The ongoing budget session of the Karnali Province Assembly has been prorogued. Upon the recommendation of the Province Government, Province Chief Govinda Prasad Kalauni announced the prorogation of the ongoing 8th session of the Province Assembly effective from 12.00 Wednesday.

Karnali govt introduces budget thru ordinance

KARNALI, July 16: The Karnali Province government has unveiled the new budget for the fiscal year 2021/22 through an ordinance as the budget could be endorsed from the Province Assembly. A meeting of the Council of Ministers held  on Thursday night recommended two ordinances to the Province Chief relating to the budget. On the recommendation of the government, Province Chief Govinda Prasad Kalauni issued 'Karnali Province Appropriation Ordinance, 2021' and 'Karnali Province Economic Ordinance, 2021' on Thursday night, the Office of the Province Chief said.  In a statement released from the Secretary of Office of the Province Chief Thakur Prasad Sigdel stated that those two ordinances were issued from the Province Chief in accordance to Article 202 (1) of the Constitution of Nepal. Despite the Province Government tabled its budget of Rs 36.54 billion on June 15, the Province Assembly meeting could not held following the obstruction from the main opposition CPN-UML.  Meanwhile, Internal Affairs and Law Minister of Karnali Province Sita Nepali said that the Province Government was obliged to opt for ordinance to bring its budget due to the province assembly obstruction from the main opposition CPN-UML.   Prior to this, the Province Government ended the budget session of from last midnight. After the issuance of the ordinances, the Province Government has received legal authority to implement the new budget for the fiscal year 2078/079.

KARNALI, July 15: The ongoing budget session of the Karnali Province Assembly has prorogued. Upon the recommendation of the Province Government, Province Chief Govinda Prasad Kalauni announced the prorogation of the ongoing 8th session of the Province Assembly effective from 12.00 Wednesday.  The Council of Ministers on Wednesday had decided to prorogue the budget session of the province assembly. Province Chief Kalauni announced the prorogation of the session in accordance with the Article 183 (2) of the Nepal Constitution, stated a press release issued by the Province Chief Office.  Owing to continued disruptions from main opposition CPN-UML, the budget session was frequently affected. Though the province government presented the budget for the fiscal year 2021/22 on June 15, the assembly meetings then had been postponed without entering into the agenda due to UML obstructions.  The province government is making preparation to introduce budget through ordinance after the budget is not likely to be endorsed from province assembly.  UML province assembly member Padma Khadka said the government moved ahead in an autocratic manner when there was a constitutional provision allowing the executive to introduce vote on account bill with one-third of the budget at a time appropriation bill was under consideration in the province assembly.  UML had put forth the stand to remove its assembly members from the ministerial berth as per the Supreme Court verdict. Three members from CPN-UML were inducted as the ministers in the coalition government of the CPN (Maoist Centre) and the Nepali Congress.

Budget session of Karnali Province Assembly begins today

KARNALI,June 7: Budget session of Karnali Province Assembly has begun from today. The session started at 2 pm which focus on the provincial government’s budget, policies and programmes for the next fiscal year, 2021/22 and the control of COVID-19 pandemic, it has been said.  In the meeting, a letter relating to a session calling from chief of the province, new appointment, reshuffle and work allocation at the Cabinet will be read out, according to the Province Assembly Secretary Jibaraj Budhathoki.  Participating political leaders will put their views on current issues, he said.  All party meeting held on Thursday on the initiatives of Speaker Raj Bahadur Shahi had urged the provincial government to call a budget session at the earliest. The provincial government shall present budget on June 15 and government’s policies and programmes at least one week ago at a Province Assembly meeting, according to the constitutional provisions.
