KATHMANDU, September 20: A meeting of the House of Representatives (HoR) has begun from 11 AM on Monday.
As announced earlier, the main opposition party, Communist Party of Nepal (Unified Marxist Lenin) has obstructed the meeting once again.
The government is planning to endorse the Budget Replacement Bill presented earlier in a similar meeting to replace the Budget introduced through an ordinance by the erstwhile government-led by KP Sharma Oli.
As the government has failed to introduce the budget on time, the country is witnessing a ‘budget holiday’ probably for the first time in its history. So, the government is compelled to pass the Budget Replacement Bill through the parliament at least to provide salary to its employees.
Earlier, on September 10, Finance Minister Janardan Sharma presented the Budget Replacement Bill amid sologneering UML lawmakers.

Meanwhile, the main opposition party, Communist Party of Nepal (Unified Marxist Lenin), who has been obstructing the house session from the beginning of the 9th session of parliament, is all set to obstruct the meeting on Monday as well. The party has decided to stay firm with its decision to obstruct the house session until its demands are addressed.

MORANG, September 17: Minister for Law, Justice and Parliamentary Affairs, Gyanendra Bahadur Karki, has said that the budget holiday would not remain for long.
Talking to media persons at Biratnagar Airport today, Minister Karki expressed the belief that the stalemate seen in the parliament would be resolved on the basis of political consensus and the budget would come into implementation.
A meeting was held with the leaders of the main opposition party and CPN (UML) Chairperson KP Sharma Oli on Thursday and he was urged to help pass the necessary ordinances, he shared.
Minister Karki added that consensus and collaboration were a must for sustainable peace and prosperity in the country.
Responding to a query, he said that MCC should not be politicized as it is a development project.
The budget holiday is likely to affect the expenditure of civil servants and development expenditure but constitutional dignitaries remained unaffected. Though finance minister Janardan Sharma presented “the appropriation bill 2078 BS” in the House of Representatives (HoR) on September 14, it remained undiscussed as the main opposition party declined to discuss it.
