Nepal Faces Deep-Rooted Challenges Hindering Governance and Prosperity

Nepal's political history presents a peculiar paradox. We ended autocratic Rana rule, fought against Panchayat, sacrificed for democracy, bid farewell to monarchy, dreamt of federalism, and finally created a progressive constitution through a constituent assembly. After every transition, a new wave of hope emerges, and each time, that wave dissipates before reaching the shore.  The question arises: why does our quest for good governance repeatedly remain incomplete? Why does every new government become a prisoner of the old mold? Why is our dream of prosperity always reserved for tomorrow, never becoming today's reality?  Due to the lack of desired good governance and...

Good Governance in Nepal: Challenges and Way Forward

Good governance is not an abstract ideal; it is a bridge of trust between the state and citizens. Transparency is its heart, while accountability and the effectiveness of service delivery are its lifeblood. When former British Prime Minister John Major introduced the concept of 'Citizen's Charter,' he might not have imagined that one day it would be transformed into a digital form, fitting government into the citizen's pocket.Today, Azerbaijan, through 'Government in Your Pocket,' and Sweden, through 'Street Bureaucracy,' are utilizing technology to its fullest to deliver services to citizens at home. Germany has gone a step further by implementing the...

Politics and Governance in Nepal: Challenges and Opportunities

Working inside is not as easy as it looks from the outside. While it seems easy to run a ministry from the outside or implement the budget in six months, it is very difficult to extract results by linking the bureaucracy and governance structure with 'performance indicators' in reality.Listening to the gentlemen and looking at Rameshwar sir's ten points, I feel that although the structures in Nepal have changed, the tendency has never changed. Even today, we believe in individualistic politics. As long as individualistic politics exists, the party system cannot function. The main thing that Rastriya Swatantra Party (RSP) is...

Lack of Accountability Hinders Progress Despite Ample Resources

Rameshwarji's concept paper has been prepared with great effort. It reflects the experiences and realities of working in high positions in the administration. It would be very good if it could be implemented. The current Finance Minister has also raised the question of why we are suffering despite having ample resources, potential, and goodwill. The main reason we lag behind, despite having all these things, is the complete lack of accountability. We have received plenty of assurances from political leaders. From saying 'I will bring down the stars from the sky after winning' to 'We will bring you to Asian standards...

Court Decisions: A Double-Edged Sword for Governance and Development

Kathmandu. Nepal's constitution, embracing the principle of separation of powers, has established the judiciary as an independent, impartial, and capable body. To uphold the rule of law, hold other state organs accountable, and accelerate development, the judiciary must play a 'facilitator' role. Examining some key judicial decisions reveals that these rulings have been both facilitators and hindrances to various sectors.Particularly in controlling corruption, political purification, and protecting public property, judicial decisions have proven to be milestones. However, on the other hand, the debate is equally intense that interim orders and delayed judgments in areas like development and national pride projects...

While this estimate was reduced to 109.50 trillion during the mid-term review, the final expenditure was 107 trillion, according to the Indian Ministry of Finance. This amount spent is 95.54 percent of the allocated budget. This is the difference seen between the two countries...

Federalism in Nepal Faces Challenges Despite Constitutional Framework

Kathmandu. Nearly a decade has passed since the implementation of the federal governance system, which is termed a revolutionary change in Nepal's political history. With the objective of bringing 'Singha Durbar to every village' and taking state power to the doorstep of citizens, a new constitution was promulgated in 2072 BS. On the foundation of the same constitution, elections for all three tiers were held for the first time in 074 BS, and the practical exercise of federalism began. However, a close observation of this nine-year journey of federalism reveals that while the division of powers was done on paper,...

The Interplay of Governance and Prosperity: A Global Perspective

Kathmandu. The story of prosperity is not new. For more than two thousand years, stories and sub-stories of prosperity have been circulating in various civilizations. Whether in the Greek cities on the Mediterranean coast, in Egypt along the Nile River, in Chinese society along the Yellow River, or in the Gangetic plains of South Asia, discussions of personal and collective prosperity can be heard in one form or another. The provisions for property matters mentioned in Hammurabi's law or the concept of a mixed economic system put forward by Kautilya's Arthashastra, all contain discussions of prosperity, directly or indirectly. However,...

Republic Era Sees Rise in Corruption Cases in Nepal

Kathmandu. Looking at the statistics of the last five years of the Commission for Investigation of Abuse of Authority, the number of corruption complaints and cases filed by the commission in court has increased every year. These statistics lend credence to the suspicion that corruption, rather than decreasing, has been increasing since the establishment of the republic in 2065 BS.The case of misappropriation of 143 ropanis, 6 annas, 3 paisa, 3 dam of land within the 'Lalita Niwas Camp' in Baluwatar is one of the major corruption cases that have come to light since the achievement of the republic.
