Province 1 CM Rai taking trust vote on Wednesday

KATHMANDU, November 17: The newly appointed chief minister of Province 1 Rajendra Rai is currently taking a vote of confidence on Wednesday. Earlier, Rai was scheduled to take a vote of confidence on Tuesday but the meeting was postponed as the Nepal Communist Party (NCP) led by Netra Bikram Chand ‘Biplab’ staged ‘banda’ (general shutdown).  Rai was appointed CM of Province 1 on November 2. Presenting a proposal of floor test in the provincial assembly meeting on Wednesday, CM Rai expressed his belief that lawmakers of the opposition party will also vote in his favour. CM Rai also maintained that he is ready to collaborate with the opposition party as well. CM Rai is likely to expand his Cabinet after the floor test. The province is likely to have a Cabinet of no more than 11 members. Currently, the province comprises seven ministries. Of 92 province assembly members, Rai apparently has the support of 50 lawmakers of five parties in the provincial assembly. There are currently 21 lawmakers of Nepali Congress, 10 of CPN (Unified Socialist), 15 of CPN (Maoist Center), three of JSP and one of Sanghiya Loktantrik Manch. Meanwhile, the main opposition party CPN-UML has currently 39 lawmakers in the provincial assembly excluding the Speaker and an absconding lawmaker.

Rajendra Rai stakes claim to Province 1 CM

As the second Chief Minister (CM) of Province 1 Bhim Acharya resigned following only 68 days in office, a coalition of opposition parties in Province 1 collected signatures of 50 provincial assembly members to elect the next chief minister of the Province on Monday afternoon.   It may be noted that 47 signatures are enough for one to be elected as the chief minister from the 92-member strong  provincial assembly.  A total of 59 lawmakers belonging to Nepali Congress (NA), CPN (Maoist Center), CPN (Unified Socialist), Janata Samajbadi Party (JSP)  and Federal Democratic Forum submitted their signatures to the Province Chief Somnath Adhikari 'Pyasi'.   Among the signatories are 21 PA members of Nepali Congress, 15 of CPN (Maoist Center), 10 of CPN (Unified Socialist), three of JSP and one PA member from Federal Democratic Forum.  After the resignation of CM Acharya, Province 1 Chief Pyasi has set a deadline until 1:00 pm Tuesday to submit claims to the post of the new Chief Minister.  If everything goes as planned, Rajendra Rai is likely to become the new CM of Province. 1 on Tuesday.  Rai is the Parliamentary Party leader of CPN (Unified Socialist), the third largest party of the five-party coalition.  Rai was elected PA member from Bhojpur. He switched to CPN (Unified Socialist) from CPN (UML) after the party was officially registered at the Election Commission on 25 August. The CPN (US) was formed under the leadership of former Prime Minister Madhav Kumar Nepal, after breaking away from the CPN-UML.

Province 1 CM Rai in minority after UML split

KATHMANDU, Aug 19: With CPN-UML’s formal split on Wednesday, the UML-led government in Province 1 has been put in the minority.  UML’s Sher Dhan Rai-led majority government has fallen in minority as the UML’s erstwhile senior leader Madhav Nepal-faction has a strong command in the provincial assembly.  Leader Nepal, on Wednesday, registered the CPN-UML (Samajbadi) a day after the government introduced an ordinance relating to party-splitting.  Impact of UML split  Ruling UML has a total of 51 lawmakers in the 93-strong provincial assembly, meaning UML had a comfortable majority until its split. However, with the split in the UML, at least 15 lawmakers, reportedly close to Madhav Nepal, are likely to withdraw their support to the Rai-led government and join the UML (Samajbadi). The UML requires the support of at least 11 other members of the provincial assembly to win the majority.  Following the new political development, UML will have 36 members. Main opposition Nepali Congress has 21 members and  CPN (Maoist Center) 15. Similarly, UML (Samajbadi) and Janata Samajbadi Party (JSP) will have 15 and three lawmakers respectively while Rastriya Prajatantra Party (RPP) and Federal Democratic Front have one member each.  The opposition alliance is likely to form a new government as the NC, Maoist Center, UML (Samajbadi) and JSP collectively make 54.
