PM, Speaker discuss budget session

Speaker of the House of Representatives of the Federal Parliament, Agni Prasad Sapkota, has held discussions with Prime Minister Sher Bahadur Deuba about convening the budget session of the parliament. In a meeting held between the two at the PM’s official residence in Baluwatar on Sunday, they discussed the session of the parliament, government policies and programmes as well as the principles and priorities of the budget of the coming fiscal year 2022/23, according to the secretariat of Speaker Sapkota.

Lumbini Province Assembly’s budget session prorogued

BUTWAL, July 16: The budget session of Lumbini Province Assembly has been prorogued effective from Thursday midnight. Province Chief Dharmanath Yadav, on the recommendation of the Council of Ministers, announced the prorogation of the eighth session of the provincial assembly. The prorogation comes at a time when the annual budget for the fiscal year 2021/22 is less likely to be endorsed by the assembly.

Karnali Province Assembly’s budget session prorogued

KARNALI, July 15: The ongoing budget session of the Karnali Province Assembly has prorogued. Upon the recommendation of the Province Government, Province Chief Govinda Prasad Kalauni announced the prorogation of the ongoing 8th session of the Province Assembly effective from 12.00 Wednesday. The Council of Ministers on Wednesday had decided to prorogue the budget session of the province assembly. Province Chief Kalauni announced the prorogation of the session in accordance with the Article 183 (2) of the Nepal Constitution, stated a press release issued by the Province Chief Office. Owing to continued disruptions from main opposition CPN-UML, the budget session was frequently affected. Though the province government presented the budget for the fiscal year 2021/22 on June 15, the assembly meetings then had been postponed without entering into the agenda due to UML obstructions. The province government is making preparation to introduce budget through ordinance after the budget is not likely to be endorsed from province assembly. UML province assembly member Padma Khadka said the government moved ahead in an autocratic manner when there was a constitutional provision allowing the executive to introduce vote on account bill with one-third of the budget at a time appropriation bill was under consideration in the province assembly. UML had put forth the stand to remove its assembly members from the ministerial berth as per the Supreme Court verdict. Three members from CPN-UML were inducted as the ministers in the coalition government of the CPN (Maoist Centre) and the Nepali Congress.

Province-1 budget session put off

BIRATNAGAR, June 28: The 14th meeting of the Province 1 budget session has been postponed after protest from the Province Assembly members belonging to the CPN (Maoist Centre). Disgruntled Maoist Centre members stood from their respective seats in protest shortly after the meeting convened. After the session obstruction, attending Province Assembly member Raj Kumar Rai demanded Minister Ambir Babu Gurung beg apology for his immoral and irresponsible statement. He threatened to obstruct the session until the minister came up with apology. “Budget should be brought through consultations in the parliament,” he said. The Province Assembly will meet on Tuesday.
