KATHMANDU, July 25: At a time when the ruling alliance of five parties -- Nepali Congress, CPN (Maoist Center), JSP’s Upendra Yadav faction, CPN-UML’s Madhav Nepal faction and RJM --- is finding it hard to finalize the Cabinet members for the Sher Bahadur Deuba-led government, a minister of state has been added to the Cabinet.  President Bidya Devi Bhandari has appointed Umesh Shrestha as the Minister of Health and Population of State.  President Bhandari, on Sunday, appointed Shrestha as the minister of state as per Article 76 (9) of the constitution on the recommendation of Prime Minister Sher Bahadur Deuba.  With this, the Deuba-led Cabinet comprises six members including PM Deuba, four ministers and a minister of state.
