KATHMANDU, July 13: Prime Minister KP Sharma Oli has opined that the Supreme Court has tried to deal a blow to the party system by meddling in the political topic through excessive judicial activism.  The Prime Minister said this in his address to the nation today. He said the destination could not be reached by 'laying hands in' sometimes what he called topics which had not been demanded at all, referring to the Supreme Court's verdict on Monday. "The players are responsible for playing the game. But when the referee himself/herself has the desire to play the game, then it creates problem. The party system has been dealt a blow by the court's decision. Attempts have been made to amend the constitution. A situation has been created in which people's faith in the State organs would be lost and a sense of despondency would come in the people which might bring frightening consequences," PM Oli said. The Supreme Court's verdict on Monday has reinstated the House of Representatives and Nepali Congress president Sher Bahadur Deuba has been appointed the Prime Minister today itself. Prime Minister Oli, on the last day in office, recalled that he had exited from the government before this also but again reached the government's leadership through people's vote. Stating that sometimes there is contradiction between people's aspirations and the parliamentary numbers, he said now contradictions were seen in the decision of the other bodies of the State as well.   "I have unwavering faith in the people. This is not the end. I am not at all concerned because I am leaving the government. I pursued development in an unprecedented manner with new vision and with all sincerity keeping the welfare and service of the country and the people in mind," PM Oli stressed. According to the PM, the government has become successful in carrying out effective works in controlling the pandemic even in adverse situation. "I need not publicise the works here. We have to work for the country and the people. I will shoulder that responsibility no matter where I am," he asserted.  'Journey towards prosperity moving ahead along with pandemic control' PM Oli said his government has continued with the journey of 'Prosperous Nepal, Happy Nepali' along with prevention and control of COVID-19 pandemic through restraint, alertness and self-confidence.  He said although the various waves of the coronavirus pandemic dealt a serious blow to the journey of prosperity, the journey had to be continued forward without being dejected. PM Oli reiterated that all the citizens would be administered the vaccines free of cost as efforts were on to bring the vaccine against COVID-19 despite its shortage throughout the world. Achievements made in nationality, development and prosperity in spite of non-cooperation  The Prime Minister said the present government has worked in favour of nationality, development and prosperity even amid 'non-cooperation and attack from all sides'. He made it clear that the government has expedited physical infrastructure development and strengthened the federalism through the implementation of the new constitution during this period despite the non-cooperation from those within (the party) to the government and the tendency to only make negative comments while not publicising the achievements made. Expressing condolences over the death of those who lost their lives to the coronavirus pandemic and the recent floods and landslides, PM Oli said the government has made arrangement for providing free medical treatment to those who are sick and injured. He added that the government has moved forward with clear plans and programmes for reconstruction, construction of other infrastructures and for social development. He also drew the attention of all towards what he called the serious conspiracies to make the country unsuccessful by creating discord and conflict in the nation when what was required is to work for controlling the pandemic and the nation's development without wasting any time as the country is suffering from the COVID-19 pandemic. Stating that although it was not necessary to become despondent and irritated, he said the outcome and the consequences of the Supreme Court's Monday verdict would be seen in the coming days. He alleged that attempts have been made to take the politics in the opposite direction instead of carrying out works towards consolidation of national  sovereignty and the country's independence. PM Oli said he wished for a successful remaining term of the House of Representatives and that the general election is held on time. He said a question has arisen whether the rule of law and the democracy would be undermined. Recalling that he has spent seven decades working for democracy, PM and the UML parliamentary party leader Oli said he has not conceived of using any 'inappropriate unpolitical gimmicks' except politics.  "There is no other topic in my heart and mind other than the country's sovereignty, independence, security, development, good governance, building civilized society and prosperity with social justice," PM Oli said, adding that he had no other personal interest other than the promotion of the democratic system and a matching honest resolve  required for making Nepal beautiful and prosperous. "I consider the people as empowered whenever I join the government or exit from it. However, today I am ousted by the orders of the court. My hope and commitment towards democracy and my love for the country and the people will not be weakened."

PM Oli sees need for paperless government service system

KATHMANDU, May 2: Prime Minister KP Sharma Oli has said the government service would be made paperless and faceless through the maximum utilisation of information technology.  Inaugurating a programme organised by the Ministry of Communications and Information Technology today on the occasion of the fourth National Information and Communications Technology Day, 2078 BS, PM Oli said the implementation of IT in the service delivery system would save cost and time as people get fast and prompt service in an easy and accessible way.  The Prime Minister inaugurated the event virtually from his official residence, Baluwatar.  On the occasion, the PM said construction and expansion work of the Information Highway connecting east-west, north-south and district headquarters had been expedited.  According to him, works are in progress to develop IT infrastructure at all local levels, ward offices, community schools and health centers, connect them with broadband internet service and set up and operate an IT center in each local level.  "The entire world has been transformed into a single village due to rapid IT development”, he said, adding that IT was in the center of all strategies taken to achieve greater goals of socio-economic transformations and sustainable development.  The growing use of information technology worldwide has led to a basic change in the operation and management of state affairs, development endevours, public service delivery, information exchange and networking system and so on. "The Digital Nepal Framework, 2076 BS has been implemented as party of the government’s transformative project with the objectives of increasing contribution of communication and information technology to nation’s economy through the development and expansion of digital infrastructure and technology and for the good governance, prosperity and development.’’  The Digital Network covers eight areas including education, health, agriculture, energy, tourism, infrastructure, finance and digital foundation and eight digital endevours. On the occasion of the Day to be celebrated with the theme of ‘expansion of information and communications technology: a base for prosperous Nepal’, the PM extended his best wishes to the entire Nepali community at home and abroad. He called on the mass to ensure maximum utilisation of IT and contribute for materialising the goals of ‘prosperous Nepal, happy Nepalis’.  "Internet has been recognised as the most essential service, and environment for further investment in IT sector has been guaranteed through legal reforms,’’ he said, adding special attention had been given to the control of cybercrime and to guarantee cyber security and government data security. Arrangements have been made to provide required infrastructures related to information technology and SIM cards to students so that schools can smoothly follow an alternative mode of learning and teaching activities during the prohibitory order, the PM said.  PM Oli formally launched Nagarik app, a mobile application launched by the government to provide government services through a single online platform, coinciding with the Day. He himself opened bank accounts of Nepal Bank Limited and Siddhartha Bank Limited through the app.  He expressed the hope that with the app into operation, service seekers would be relieved of troubles they faced while visiting government offices physically for services and government services would be transparent and delivered in an easy and fast way. The app could be a basis for the government to realise its goals of making the country free of corruption, he said.  Capacity of a data centre in Singha Durbar would be increased and the construction of a data centre at Khumaltar in Lalitpur district and Kohalpur in Banke has been proceeded as part of the concept of building a data centre each in all seven provinces, he said.  It has been announced that internet service would be expanded to ward offices at all local levels, community schools and health centres. Likewise, free SIM cards would be distributed to all districts of Province 1, 2 and Karnali and Sudurpaschim Provinces.  Trials of 5G service through that Nepal Telecom would be taken forward.

PM Oli inaugurates reconstructed Patan Secondary School

The Patan Secondary School based in Lalitpur Metropolitan City which was damaged by the 2015 Gorkha Earthquake has been rebuilt. Prime Minister KP Sharma Oli inaugurated the reconstructed School. It was rebuilt with the loan assistance of the Government of Japan. Japan government has provided loan assistance of Rs 160 million for reconstructing the school. Addressing the programme, PM Oli said reconstruction of the school building, constructed during the time of the Rana reign, has connected two centuries. Centre of education such as this school would help fulfill the aspiration for development and prosperity, he said. Mayor of Lalitpur Metropolitan City, Chiribabu Maharjan said the metropolis has established itself as the centre of both community and institutional schools. He viewed that the school which has been rebuilt into an attractive building should also impart quality education to students.  JICA Nepal's chief Ms Yumiko Asakuma, School Management Committee chairperson Indraman Maharjan and School Principal, Ishwar Man Bajracharya had expressed commitment to improving the quality of education at the school.  Established in 1981BS, the school building was constructed two years after in 1983 BS. The school building was damaged by the Gorkha Earthquake on April 25, 2015.  The reconstructed school has 27 class rooms, science laboratory, library room, computer room, teachers' and the principal's room and administration office. It also has separate male and female washroom. A separate room has been allocated for people with disabilities and the staff. The school has 833 students, including 424 boys and 409 girls. A tower for keeping the clock, furniture, electricity, water distribution, solar backup, playground, pavement, wall, main gate, pump set and guards' room have also been constructed, Principal Bajracharya said.
