Opposition party CPN (UML) Parliamentary Party leader Ram Bahadur Thapa 'Badal' has stated that the key to ending the ongoing parliamentary deadlock lies with Prime Minister Balen Shah and Rastriya Swatantra Party (RSP) Chairman Rabi Lamichhane.
