Kathmandu. Nepali Congress has proposed a new rule requiring central committee members to compete from the ward level to become general convention representatives. This provision is mentioned in the 7-point proposal sent by Vice President Bishwa Prakash Sharma on Jestha 16 to the former President Sher Bahadur Deuba and Dr. Shekhar Koirala factions for internal party consensus.
