Ruling alliance’s NA seat-division deal: Which party gets how many seats?

KATHMANDU, Jan 3: A meeting of the ruling alliance has finalized party wise shares for 19 vacant seats of National Assembly (NA). The meeting, attended by the major leaders of the coalition parties, was held at the Prime Minister’s Office Resident at Baluwatar, Kathmandu. According to CPN (Unified Socialist) General Secretary, Dr Beduram Bhusal, six seats have been allocated for the Nepali Congress (NC) and five each for CPN (Maoist Center) and CPN (US). While the Janata Samajbadi Party has been allotted two seats for the upper house, another coalition partner Rastriya Janamorcha will get a seat.  The alliance is preparing to contest the NA elections jointly. The elections are scheduled to be held on January 26. Tenure of twenty members of the 59-member National Assembly (NA) is due to expire on March 4, next year.  As per Article 86 of the Constitution of Nepal, NA members shall remain in position for six years. The term of office of one-third of the members of the National Assembly expires every two years. The tenure of the first batch of NA members was fixed through a lucky draw following the 2017 polls. Following the commencement of the constitution, arrangements were made by drawing lots to retire one-third of the members on the expiry of two years, another one-third on the expiry of four years and the final one-third on the expiry of six years.   Of the 20 members whose tenure is expiring March 2022, eight belong to the main opposition CPN-UML, five to the ruling CPN (Maoist Center) and four to the ruling CPN (Unified Socialist). Similarly, three Nepali Congress (NC) will also retire as NA members.  UML lawmakers including Nainkala Ojha, Parshuram Meghi Gurung, Agam Prasad Bantawa, Chakra Prasad Snehi, Sumar Raj Pyakurel, Komal Oli, Ram Lakhan Chamar and Kabita Bogati.  Similarly, Shashikala Dahal (NA Vice-chairperson), Khim Kumar BK, Dina Nath Sharma (party leader in House), Jivan Budha and Ram Narayan Bidari (Nominated) of the CPN (Maoist Center) will have their four-year tenure expired in March.  Four members --- Udaya Sharma Poudel, Shanti Kumari Adhikari, Sher Bahadur Kunwar adn Khagendra Prakash Puri --- belonging to the newly formed CPN (Unified Socialist) will also retire as the NA members.  The tenure of three Nepali Congress lawmakers --- Radheshyam Adhikari (party leader), Drigh Narayan Pandey and Taradevi Bhatta --- is also expiring.  As many as 19 lawmakers, whose term was determined for two years--- retired as the upper House member in 2019. They were replaced by 19 other members who were elected for a six-year term.  As many as 56 members of the National Assembly are elected from seven provinces [eight from each] consisting of at least three women, one Dalit and one from persons with disabilities or minorities. An electoral college composed of members of the provincial assemblies, chairpersons and vice-chairpersons of the rural municipalities, and mayors and deputy-mayors of the municipalities elect the NA members.  The other three members including at least one woman are nominated by the president on the recommendation of the government.

Ruling alliance, RPP defeat UML in Damak Municipality

KATHMANDU, May 20: Mayoral candidate of Rastriya Prajatantra Party (RPP) Ram Thapa has been elected mayor of Damak Municipality, Jhapa. Jhapa is the home district of KP Sharma Oli, the chairperson of CPN-UML and the party was confident of winning there. But to Oli’s surprise, RRP has thrashed UML by 559 votes in the recently held local level polls. Thapa was elected mayor of Damak Municipality securing 17,525 votes while his nearest contender Gita Kumari Adhikari of CPN-UML garnered 16,966 votes. Likewise, Regina Bhattarai of Nepali Congress has been elected in the post of deputy mayor of the municipality with 17,072 votes. Her nearest contender was Ambika Prasad Khanal securing 16,574 votes. The ruling alliance and the RPP had forged an electoral alliance in Damak to defeat UML.

KATHMANDU, April 18: As the local level election is on our doorsteps, both the ruling alliance and the main opposition party are busy forging an electoral alliance. Earlier, the CPN-UML had been maintaining that the party would contest in the election against the ruling alliance solely. However, in recent days, UML seems busy building alliances with other small parties. As the ruling Nepali Congress, CPN (Maoist Center), CPN (Unified Socialist), Janata Samajbadi Party (JSP) and Rastriya Janamorcha Party have announced an electoral alliance in the upcoming local election, the main opposition party, UML, Kamal Thapa-led Rastriya Prajatantra Party Nepal, Ek Nath Dhakal-led Pariwar Dal, Mahantha Thakur-led Loktantrik Samajbadi Party, CK Raut-led Janamath Party, Netra Bikram Chand-led Communist Party of Nepal, Narayanman Bijukchhe-led Nepal Workers' and Peasants' Party, Hridayesh Tripathi-led Janata Pragatisheel Party and a fraction of Nepali Congress-led by Govinda Raj Joshi are preparing to forge a similar alliance, according to UML leaders. Kamal Thapa-led Rastriya Prajatantra Party Nepal, Ek Nath Dhakal-led Pariwar Dal have already decided to contest in the upcoming local polls using UML’s election symbol. Likewise, the UML is all set to offer a similar choice to the Netra Bikram Chand-led Communist Party of Nepal. KP Oli-led UML and Kamal Thapa-led Rastriya Prajatantra Party Nepal have already agreed on forging an electoral alliance at Makwanpur, Chitwan, Kaski, Mahottari and Parsa districts. Likewise, UML is preparing to forge a similar alliance with the Mahantha Thakur-led Loktantrik Samajbadi Party in districts of Madhesh Province and a few districts of Lumbini Province. Similarly, UML and the Netra Bikram Chand-led Communist Party of Nepal are joining hands in some districts of Sudur Paschim Province, Lumbini Province and Karnali Province. Also, the party is looking forward to an alliance with Narayanman Bijukchhe-led Nepal Workers' and Peasants' Party in Karnali Province and in Tanahu with a fraction of Nepali Congress-led by Govinda Raj Joshi.

Ruling alliance to form electoral alliance against UML in Makwanpur

KATHMANDU, April 3: The ruling alliance has agreed to form an electoral alliance against the main opposition party, CPN-UML, in Makwanpur district in the upcoming local level election. As per the local level elections, 2074 BS, the CPN-UML was the largest party in the district. The party had won six out of seven local units in the district which included six posts of mayor and eight of deputy-mayor. In the same election, Nepali Congress and CPN (Maoist Center), who had formed an electoral alliance in three local units, were defeated in two local units. As the new local level elections are on our door steps, the ruling alliance that includes, Nepali Congress, CPN (Maoist Center), CPN (Unified Socialist) and Janata Samajbadi Party, have agreed to form an electoral alliance against CPN-UML.  With this, it is likely that UML has to face the ruling alliance solely in the upcoming local election. The ruling alliance has decided to form an electoral alliance at ward level as well. A meeting of the coalition parties held at Nepali Congress Party Office, Makwanpur took a decision to this effect. There are a total of 10 local governments with 102 wards. Of these 10 local units, CPN (US) is likely to claim four local units. The party has maintained that two local representatives who were victorious in the earlier election representing CPN-UML have now joined the CPN (US), so the party must at least be given a chance to field candidacy in four local units.

Ruling alliance member CPN (US) to stage nationwide protest against MCC

KATHMANDU, Feb 10: CPN (Unified Socialist),  a member of the ruling alliance, has decided to stage a nationwide protest against the Millennium Corporate Challenge (MCC). The party has decided to stage a nationwide protest on Falgun 1 (February 13). The party is scheduled to stage a protest in all 77 districts of the country at 2 PM on February. The party’s decision came at the time when the Prime Minister Sher Bahadur Deuba led government was preparing to ratify the MCC through parliament. The government has already summoned a meeting of the lower house of parliament on February 3.

Ruling alliance meeting today

KATHMANDU, September 12: A meeting of the ruling alliance is scheduled at 10 AM on Sunday. The meeting will be held at the Prime Minister Office Residence at Baluwatar to discuss the alliance’s strategies and Cabinet expansion, according to Bhanu Deuba, chief secretary of PM Deuba. Meanwhile, the CPN (UML), main opposition party, has been obstructing the house sessions questioning the role of Agni Prasad Sapkota, the speaker of the lower house of parliament. “Today’s meeting will mainly discuss how the house sessions can be conducted amid obstruction from the opposition party,” said Upendra Yadav, chairperson of Janata Samajbadi Party. At the time when PM Deuba has been unable to give a full shape to his Cabinet even after two months of his appointment, rifts are likely among the alliance, warns experts. Deuba currently has five member Cabinet including four ministers and a state minister.

Ruling alliance decides to make government business effective

KATHMANDU, July 25: A meeting of the ruling party alliance on Saturday decided to make the government business effective.  The meeting of five parties held at the prime minister's official residence on Saturday evening  took the decision of working in unison to run the government smoothly and effectively.   Press coordinator of CPN (Maoist Centre) Chair Pushpa Kamal Dahal ‘Prachanda’, Bishnu Sapkota, shared that agendas relating to Cabinet expansion, latest political updates, pandemic control, future plan and programs of the government among others were discussed in the meeting.  The meeting was attended by Prime Minister Sher Bahadur Deuba, CPN (Maoist Centre) Chair Dahal, CPN (UML) senior leader Madhav Kumar Nepal, Janata Samajbadi Party Chair UpendraYadav and Rastriya Janamorcha Party Chair Chitra Bahadur KC.  Prior to this, Chair Dahal and leader Nepal had held discussion on the latest political development at latter’s residence in Koteshwar on Saturday itself.
